Roof and attic insulation is the single highest-ROI improvement most LA homes can make - but more isn't always better, and the wrong product can trap moisture and shorten your roof's life. Here's how to size your insulation correctly under California's updated 2025 Title 24 code.
What R-Value You Actually Need
California climate zones 6 (coastal LA) and 9 (most of the Valley and basin) both now require R-38 minimum in vented attics under 2025 Title 24, up from R-30. Climate zones 8, 10, 14, and 15 (inland and high-desert LA County) require R-49. For unvented (cathedralized) attics with foam in the rafter bays, the requirement is R-30 continuous.

- Blown-in fiberglass: ~13.5" for R-38, ~17" for R-49
- Blown-in cellulose (recycled): ~10.5" for R-38, ~13.5" for R-49
- Fiberglass batts: R-30 batts + R-13 batts perpendicular layer
- Open-cell spray foam (rafter bays): ~7" for R-25
- Closed-cell spray foam (rafter bays): ~4.5" for R-30
Why Over-Insulating Can Hurt
Stuffing a vented attic with so much loose-fill that it blocks soffit vents traps moisture and overheats your shingles. Always install baffles at the eaves and respect the manufacturer's minimum coverage chart. In unvented assemblies, the air-sealing detailing matters far more than adding a 12th inch of foam.
Cellulose vs. Fiberglass vs. Foam
Cellulose is our default recommendation for LA - it's 80%+ recycled content, dense-packs well around obstructions, and dampens sound noticeably. Fiberglass is cheaper and lighter on ceilings. Spray foam is excellent for unvented assemblies and cathedral ceilings, but requires careful installation to avoid off-gassing and ignition-barrier issues.
Rebates and Tax Credits in 2026
The federal Energy-Efficient Home Improvement Credit (25C) covers 30% of insulation costs up to $1,200/year through 2032. LADWP's Consumer Rebate Program offers up to $0.30/sq ft for attic insulation upgrades on qualifying homes. SoCalGas runs additional rebates for combined insulation + air-sealing packages.
